E-Government Fundamentals and Best Practices

Mihai Iordache –Public Sector Manager, Softwin – developed the National Electronic System (NES). In his presentation, Mihai Iordache, stressed on e-Government public sector deficits in general, on the bad implementation of existent electronic systems, in particular. He named the principles and components of NES, the principal actors in e-Government, the advantages and the necessity of implementing e-Government in developing countries. Jerker Torngren – Chief of Party, Project IMPACT, Macedonia – presented the challenges to introduce e-Government in developing countries and the strategy of the e-Government Project in Macedonia. The Macedonian project focuses on: e-procurement, on-line application for jobs in the public sector, e-tax services. Jeker Torngren concluded with saying that a successful e-Government project must focus on turning the long-term perspective of an Information Society into a reality with a few key applications implemented within a short-term perspective.Download the presentation

Hannes Astok – Deputy Mayor, Tartu, Estonia – made a quick review on best practices and lessons learned in implementing e-Government in Estonia. An e-government strategy must focus on serving people better. The city of Tartu’s portal gives users the possibility to use diverse e-government and m-government services.Download the presentation

Ana Maria Orosan – Public Sector Manager, Microsoft Romania – developed the reasons to chose Microsoft as a partner in implementing e-government. Stan Virgiliu – manager and founder, SVN Rom@nia Project – SVN is a multifunctional smart-card: classic ID card, digital ID, credit/debit bank card. The SVN concept was developed entirely in Romania gaining rapid recognition by e-ID, financial and banking environments both in the US and in the EU.Download the presentation

Workshop A | E-Taxation

Jovce Plastinovski – Deputy Chief of Party, Project Impact, Macedonia – presented the positive influence of e-taxation on public administration’s efficiency. Regarding the Macedonian case study, Jovce Plastinovski stressed on this benefits: reduce the administrative cost both for administration and tax payers, speed up the processing of the large volume of data, ensure transparent and efficient collection of taxes, stimulate Macedonian economy and foreign investments. Razvan Marincoi – Brand Marketing Manager, Sobis – described, using both theoretical and practical notions, the e-tax project implemented in Giurgiu County. SOBIS provided: hierarchy definition and access rights, back-up procedures, a user-friendly interface, a search engine with multiple search criteria, a scalable, modular and flexible architecture. Hannes Astok presented the benefits of a transparent administration on companies, citizens, municipalities and tax administration. Ioana Raicu – IT Director, Bucharest City Hall – presented the IT development strategy of Bucharest Municipality. This strategy contains three phases: the Integrated Information System for the Management Activities in the Bucharest Municipality, e-Bucuresti – IT System for Public Local Administration and extended e-services for the citizens, expansion strategy to the State Administration, other institutions under the authority of the Government, located in Bucharest. Sandor Kerekes – Vicepresident, Cluj City Council – argued on the necessity of a geographical database that can be created and exploited through the use of geographical information system and application subsystems. Also, Sandor Kerekes described the Information System implemented in Cluj County. Download the presentation

Florian Petrescu– Technical Construction University Bucharest- Urban Engineering and Regional Development Department – described the national program for GIS implementation in urban cadastre and urban and regional planning. Miklós-Pál Gábor - Councilor, IT department, Harghita County Council - on his paper on “Online electronic service: Monitoring the county road works" spoke about reasons to implement electronic systems: increasing transparency, optimizing informational flux, increasing communication efficiency and low communication costs.Download the presentation

Workshop C | Citizen Participation and information

Armen Shahverdyan - Managing Partner, OSCONSA LLC; Consultant, the World Bank - in his paper on “Migrating to E-Government via proper Business Process Management” the speaker presented the benefits of implementing IT in Public Administration, such as: improving the quality and responsiveness of the services provided by the government, making government processes more eficient and transparent, connecting individuals and local cimmunities with information and resources beyond their geographic boundaries. Adriana Stamat - IT Director, Constanta City Hall - Presented the results accomplished through impelementing document management applications: optimised organisational structure and document workflow of the institution, through a more efficient information management; more rapid and efficient decisions, sustained by real information; increasing the responsibility of each employee by monitoring how efficient they use their work schedule. Julia Velkova - ISOC Bulgaria - Shared with the audience the lessons learned in Local E-Government initiatives in Bulgaria: political support needed - otherwise the processes and adoption are slowed, trainings and talks with the employees are critical to ensure success, public awareness and media coverage of the activities and the work done is of big importance. Adrian Orza - Vice-Mayor Timisoara Town Hall- after a well-structured presentation of the services provided by Timisoara's portal he concluded with saying that e-government is not cheap process, it is not an easy process and more important, is not an optional process.

Keys to E-Government Success

Daniela Stojanova - IT specialist, Varna District Administration, Bulgaria - described the Open Administration Project developed in Varna. The main attributes of the project are: a web based, dynamic system for monitoring of the applications for administrative services submitted by citizens and business, accessible in real time-access to all administrative procedures, informs about the status of the submitted applications and their movement inside the administration until the time when they will be a full set for every user.Download the presentation

George Guran - Chief of Party, RITI Access - presented to the audience the lessons learned in the RITI Access Project. The results achieved were: reduced time for processing applications; increased the speed for processing a request; increased efficiency in distributing social benefits at the county level ; reduced answer time to citizen applications; increased the number of requests processed by social services employees; reduced administrative expenses- per year, a savings of $75,000; increased ITC knowledge at the civil servant level; increased efficiency of serviced provided to the citizen. Cristian Anghel - Mayor, Baia Mare; President, Romanian Federation of Local Authorities - presented Baia Mare's experience in implementing IT initiatives. He mentioned that IT projects are welcomed by the public servants, resisted by the educational system (though they have a good impact on students), extremely welcomed by the private companies, and strongly resisted by the citizens.Download the presentation
